The correct way to make this type of fogger is not to mount the fogger head but have it on a float that will allow it to remain at the right level in the water as well as allowing more overall water in the tube to be used.

This is not 12v. it's 11.1v and 12.6v at full charge. The way you make that is not safe at all.
