Honestly, the old design of this guy was quite a bit more disturbing to me than the director cut, it is so out of place with the other mutants in the game that it feels unnatural, but that's what I liked about it

Yes, originally he was more of a neckbeard than an actual president. He was based on a 4chan greentext. This is reflected with his faction being very high-tech compared to everyone else.
