Over 5 seconds away, cop used blinkers, and the way he used the brakes to reduce the speed by ~10km/h was definitely *not* a brake-check. Also really looks like the cop did it on purpose so you reduced the speed and the car in front of the cop could continue. Looks like a two-car convoy, or unmarked escort. Pay better attention to the traffic around you and simply let go off the gas earlier...
