Designers do more that just layout the traces. They are also in charge of deciding the appropriate materials, what type of holes and vias to use, and where they want to put the soldering. While it's true that we are the experts on the process, there are lot of decisions we can't make for the designer, as they all are affected by their specific needs, and the board's final environment and application. We're always trying to help PCB designers make more informed decisions that are both manufacturable, and can save them time and cost. And to answer your first question, Solder mask (if that is what you mean by board mask) it is made out of a kind of bolymer and is acid-etch off after the printing process.
