They won't know who you are get worst clothes that don't fit right go for walk different hours of day. Smell streets, see who's looking at you. Watch police fallow patrol around. Ask narcotics to show you were every dope house is. Ask them who are big homies running shit. Dope protected by arrangements made by mafia. Members work trust it's our word. Some are stand up crooks they just don't have knowledge. So in short homeless need sewer and lusndry service if they hope to return to paying taxes.

I hope the people of Hutchinson realize and appreciate what good doctors, medical personnel and city council they have. I was just wondering, considering the recent outbreaks in the area, if there will be another informative meeting like this. Chief Hooper apparently has a better handle on these issues than one would have of a general impression of the typical cop.It's great that we are as blessed as we are, but the general climate has a long way to improve; an unfair burden has been placed on the police to be law enforcement instead of peace officers. This issue cannot be separated from the wealth disparity issue across America, stemming from wage inequality and the lack of family-sustaining wages in the working class. None of the existing political parties have been successful in relieving these issues, instead reaching for the band-aid of public assistance "entitlements." This has been exacerbated by corporate lobbying and tax advantages such as deducting vacation expenses if some token effort was related to a job function. In reference to the police, it doesn't seem like training is consistent across America, particularly in the inner city. Social media allows individuals to report what they have recorded of police using excessive and often deadly force, only to be exonerated by the police administration and courts. Why is there such a disparity from location to location, and demographics of particular precincts? It appears to me that accountability is sorely lacking from the top law enforcement officer (the President, and not just the current president, but going back roughly a century) on down. I think you will find an underlying cynicism on the part of the public, heavily weighted on the poor side, that justice will be served whenever they find themselves a victim, and that cynicism can lead to a dog-eat-dog mentality. Many people don't even bother calling the cops when something happens. We need to include the courts and magistrates in this conversation, because i have witnessed several incidents of of attorneys and judges IN THIS TOWN violating ethics, rules of evidence, ignoring precedents and statutes, and making false writings. The general feeling is divided along the lines of who can afford to pay for an attorney will get preferential treatment and privileged information such as how to minimize the impact of an infraction, as if their social status entitles them. Most poor people are rightfully disgusted abut how the court system has become a revenue stream, and they would be even more upset to find out how funds from court revenue are distributed. There is a lot of gatekeeping on the part of the press, and all departments of government with respect to the unfair way in which justice is administered. Every American who earns a comfortable living is part of the problem, because they are the ones with resources to address these deep-seated social issues.They are so comfortable, they don't feel the need to participate, other than make donations to the charitable funds associated with political entities. Even worse, I don't see legislators fighting for their constituents, but becoming soothesayers for big government bureaucracy and corporate largesse. After two days, we have a total of 137 people who even bothered to watch the discussion, which amounts to Two-tenths of a percent. But wow, that's more than the number of deaths from a disease that HHS stated on their website that they had no test for. Mass insanity, and no accountability, no critical thinking, no advocacy for common sense.

Maybe the place was seemingly nice. However, if you do not know what to look for many issues can arise after living in a place after a while. For example, pest issues. These types of slumlords take advantage of people who don't know what to look for when moving into a property. They prey off of the vulnerability of people who may have no other option as well.

Mr Maxwell needs to address the council as to why the city of Hutchinson would issue a demo permit on 10-23-18 to a Kevin R Teter to demo property at 413 west Sherman if his name is not on the reg of deeds for that property listed in Hutchinson KS went on to make the statement that he was aware both parents were deceased was this after the courts issued a warrant for Charles r Teter for failure to appear been deceased for over 20 years there was never a fire at that address !! lied again making the statement the son lived in a house owned by parents also !!! I own the property at 417 west Sherman listed in the reg of deeds not Charles r or Darlene Teter my name is not on the reg of deeds for 413 west Sherman get your facts straight and tell the council members the truth I was in the process of a Guardianship issue and conservatorship in reno County District court 2018-PR-000120 where Kim Teter was appointed as temporary Guardianship & Conservator over said property at 413 west Sherman Hutchinson KS where did you mail the complaints to I can tell you to 417 west Sherman is not the address listed on the complaint 413 west Sherman is where the code violations were ? I do not own that property you lied to council members to demo property at 413 west Sherman in Hutchinson KS If the City of Hutchinson can issue permits and profit by doing so to Demo a Property with out checking with the Reg of Deeds office to see if my name was listed as a owner of that address should be held liable for damages to 413 west Sherman Hutchinson KS I BELIEVE I LIVE IN THE UNITED STATES OF AMERICA NOT RUSSIA !!! also to claim I was combative if I need to come address that issue I can in no way was I disrespectful to try and resolve this issue I spoke with the City manager and got no where, I will tell you why when I ask for his help on an issue that involved animal abuse that occurred at 413 west Sherman ( I would not have the issue at hand ) that's because I had made a call to the animal control office , made a complaint on animal abuse that took place at 413 west Sherman animal control came took pictures of dog kennels that had no food or water in them dog feces in them with a blanket covering the top of them with two dogs inside of them and a pit bull running in the house with dog feces in the house had me load the dogs into the animal control truck my mother had not lived in that house for 3 years !!! my sister lived there ( an adult ) after a few days my sister had her dog back , I went to the animal control office and spoke with the director of animal control and ask why would the city of Hutchinson allow this to happen made $130 DOLLARS OFF MY CRY FOR HELP AND ALLOW A DOG BACK IN THE HANDS OF A PERSON THAT SHOULD HAVE BEEN CHARGED WITH ANIMAL ABUSE ? the director of animal control said they didn't want to charge my mother who had not lived in the house for over 3 years !!! I told the animal control director no Judge or Jury would ever convict my mother of animal abuse when she had not lived in the house for 3 years !!! I then sent an email to your so called city manager his response after his investigation do to family dynamics what a joke we have for a city manager we no animal abuse was committed and no one was charged . I do know I applied on line to adopt the pit bull myself The city animal control director told me they adopted the dog to a family that returned the dog as uncontrollable and it was then allowed to be put back in the hands of the abuser is this the type of misconduct that you all are involved in and you want to stoup so low to lye to the city council to demo a house at 413 west Sherman let them know the whole story and see how I feel about city hall helping me when I ask for help is why the City of Hutchinson is going downhill if we allow this type of people to run our city demo the house it would be a blessing I can hold my head up and yes I believe in God or I would have already came to the city hall and made contact with you and Deardoff Have a blessed day Kevin Teter Push the right buttons and I will set you straight believe that !!

After Nov 5, three council members will be repaced and city manager soon after will retire! The days of running off businesses and events is almost over. Arts and culture will not bring people to Hutch. Remember 2017, half of Hutch businesses closed it happened on their watch, they own it!

We apologize for the poor quality of the video/audio. We experienced some equipment failure moments before the meeting and as a temporary solution, used a phone to record/live stream the meeting. We should have the equipment repaired by the next meeting.

Public Transportation is a Joke & a Half & Three Quarters. After visiting your little Town in 2015 it didn't sale it's self. When riding your So-Called Public Transit System took me back to those old day's when I rode the UTA in Utah in the early 1990's. It was more Difficult to get around in your little town than it is to get around in Salt Lake City Utah yesterday & today. Getting around Salt Lake City Utah yesterday & today is a Joke & a Half & Three Quarters. It says a lot when when I have to say that San Diego California is 99.99% More Accessible than Salt Lake City Utah where does that put your town? I had a very Difficult time coming there in MAY & JUN of 2015. If it wasn't for me going there to Visit my Friends who live there & paid for a Non-Refundable train tickets who I would of got back on that Train & Left ASAP! Your Public Transportation doesn't Stop at Bus Stops & they don't run Late & when you have a an Event like Comic Con etc on a Sunday or Holiday you can't accommodate (PWD) People With Disabilities. Riding a Greyhound bus was Not an Option for me & the only other option for me to get there was riding on Amtrak. The train arrives & Leaves Early in the Morning. I am greeted with a Tumble-Weed & No Public Transit to take me to my Motel across town. The Motels next to the Train Station were Not Wheelchair Accessible & the Price per night was so high I had to rent a motel room across town Away from where my Friends lived at the time. My friends lived in the Downtown area about a block away from the train station at that time. When I came the first time it was to see my friends daughter Graduate High School. I was there when my friends Daughter was Born. The second time was when when my friend was part of the Comic Con. The first place that I found to stay at was a National Chain motel. The second time I came I stayed in a Local place called the Atrium. One they were not as Accessible as you would think when it came to their Pool & Hot Tub. They Refused to even try to Accommodate me. The name Atrium should of Reflected the Name, but it didn't? If I would of stayed or could of stayed in your Downtown area Closer to where everything was It would of cost me an Arm & a Leg & the place I would of stayed in would of been Worse than the Ass-Crack Motel or the Motel-Sex (Where we leave the Red Light on for you.) on North Temple in Salt Lake City Utah. When it came to visiting your Tourist Attractions that was a Joke & a Half & Three Quarters. When you are Disabled & don't have the option to Drive & you want to visit any Tourist Attractions when in order to visit your Salt Mines the Regular Fixed-Route buses didn't go out there. I had to use a Para Transit Bus and schedule it in advance. If I wouldn't been Para Transit Eligible in my state I would of Never been able to go enjoy the Salt Mine. That is Bad Business and not a way to attract Guests to Hutchinson Kansas. The mall was Run-Down and looked like it was Dead as a Door-Nail. Visiting Hutchinson Kansas reminds me of what it was like having a Curfew while living in the past & even at that I had a later Curfew was later than 6 PM. Later when my friends came to visit me in Salt Lake City Utah because they had to move to the outskirts of town it was very difficult for them to get to the Greyhound station to use Greyhound to get to Wichita to fly out because your Para Transit would of picked my friends up at the place they live after the Greyhound bus would of left Hutchinson to get them to the airport in Wichita. You would be doing yourselves a big favor if you had a real Public Transit system that connected the Airport in Hutchinson to the Train & Bus station in Hutchinson & all of your attractions. You should have a Passenger Terminal at your airport and services with airlines to and from at least 10 to 25 times a day from many different places. Accewss in this country Sucks if you have a Disability.

My wife and I are disabled and we both lived in Hutchinson for 5 years and compared to many places we have lived the accessible transportation is very good compared to many places for one this is a small city (50,000) and maybe about 1% is disabled. The cost of para-transit is cheaper then every other place I have been to. All the city buses are also wheelchair buses. Trying to compare a small city to bigger cities like SLC and San Diego is childish and very self centered. I hate to say that sorry but the world is not flat and not every place in the world can be accommodated for every disabled person in the world, Wish Mt Everest was wheelchair accessible but I think that might be a little hard don't you think?

A copy of Richards Speech Thank God some one has the courage to stand up for the rights of renters!!!! It is time for action. "You are destroying both the real estate and rental markets in Hutchinson. A large landlord just put 250 rentals on the market for sale because of the rental registration and inspection ordinance.. This brings the total number of rentals listed for sale to about 300. That is over 40 percent of the properties listed for sale in the Hutchinson Multi List Service. This will drive the value of real estate down which will in turn reduce the amount of tax money you will receive. Then you will be forced to increase the mill levy and drive more people and jobs to leave Hutchinson. It will also keep new employers from considering Hutchinson. Ten more landlords have stated that they will put their rentals on the market as they become vacant. I will also be placing my Hutchinson rentals on the market and invest elsewhere. This is your affordable blue collar housing not the properties of the slumlords. They have skirted your ordinance by selling their rentals on a tricked out rent to own and called it a Contract for Deed or got them exempted.. Repeal the rental registration and inspection ordinance now or we will be forced to begin legal action against the City of Hutchinson and this council. We are ready to stand and fight. Are you ready to spend a lot of money to defend this unpopular ordinance that violates our tenants 4th amendment rights and still lets the slumlords rent out their sub-standard properties? We understand you are sending staff and Paul Brown to Topeka on Thursday to fight House Bill 2665 This bill will make the rental ordinance and others like it null and void. This just proves how desperate you are to keep this unpopular ordinance that does not accomplish the goal of improving affordable, safe housing for the poor. We need jobs not this ordinance. I urge all the tenants to refuse admittance to the city inspectors and demand a "Search Warrant" "

Hmm I find it "interesting" how the roll call and 2 of the presenters in the public comments were not shown, AT ALL!. I wish I had faith in our elected city officials to think this was "just an oversight". I would have really liked to have heard what Richard Greever, president of Central Kansas Landlords Association had to say. I have health problems and am unable to attend these meetings in person. Do the right thing re-post the ENTIRE MEETING! The people of Hutchinson deserve transparency from our Elected officials. This is disgraceful.
