Sorry I'm a little late in replying, but I don't think Hawks is unbeatable. I think he has a hard time with matchups like Edgeshot and Shoto 4 where they add speed and damage at the same time. Shoto 4 also seals rival foundations and can take down Hawks speed hate on board. Edgeshot can lean into a flash gameplan where Hawks can't reduce the speed at all. Hawks can also get out-controlled by characters like Eraser Head 1, Amajiki, and Shigaraki 3. Final thing to keep in mind with Hawks is that he is always sitting on 2-4 feathers in hand (mid blocks). So without Tape in his stage, Hawks can struggle to full block low and high attacks. Of course a good Hawks player will keep one or two blocks for the zone they expect, a few feathers, and can swap one attack as a free block. However, a string of 5-6 straight low attacks will guarantee at least a few half blocks.
