I've read she didn't want to continue the role, either recurring on TNG or as a series regular on DS9. Supposedly, they created Major Kira to fill the role they'd had for Ro Laren, when Michelle Forbes didn't want to be a series regular. I don't know what the truth behind these stories is. I thought Ens. Ro / Michell Forbes was great, and would've loved to see her as a recurring character in TNG. While I might re-order some of the other choices, Lower Decks is the clear #1 by light years. Brilliantly written, cast and acted by everyone. In the later seasons of DS9 when they really started to expand on the stories of Garek, Nog, Damar and several others is when that show became my favorite. Lower decks was similar, they stayed in the galaxy and the Starfleet we know, but they reminded us that in an organization or a galaxy that big, there would be thousands of heroes, not just a half dozen. Its for similar reasons that I love Rogue One. There are thousands of untold stories in that galaxy as well.

Major Kira wasn't the only character who was supposed to be Ensign Ro. The role of Belanna Torres was also originally planned for Michelle Forbes, but when she turned down a spot in the cast of Voyager, as well, it was radically rewritten. She must have made quite an impression on the producers of the franchise at the time.
