It was multi-level "bat hive" which opened after reaching certain altitude, than each bat armed with small explosive fly away to hide somewhere. After invention of napalm the bomb gained great attention for use against Japan where most buildings were wooden. But the research stopped after Nagasaki and Hiroshima as no longer needed.
