In one episode of Dr Who they hinted that the weeping angels were quantum locked banished timelords condemned to live as weeping angels. In a different episode they were portrayed as servants of the Division. I really would like to see a full blown weeping angels origin story.

To cut it short every enemy could and should return if done correctly. But that would not make an intresting video.

the slitheen are by far THE most underrated aliens in the show's history. They ooze so much character and personality (besides the fart jokes) in a show that definitely needs some of that rn, and their theme of Politian's wearing suits to hide that they're aliens is so good

To be honest I’d like to see the Daleks and the cybermen given a rest for a couple of years they both have been overused for some time giving them a rest would give them a chance to be brought back with some real menace

I'd like to see an episode where one or two surviving Weeping Angels turn up, but The Doctor accidentally discovers that someone he meets during the episode is a "Time Anchor". This person can only travel through time at the rate of 1 second per second. Nothing, including The Doctor's TARDIS, can move this person from their 1 second in every second travel through time. When a Weeping Angel touches the person in order to try to steal "Time Energy" from them by sending the person back in time, the Weeping Angel disintegrates as the futile attempt to move a Time Anchor through time drains the Weeping Angel of all of its remaining Time Energy.

Fun Fact: The person who created the Abzorbaloff is actually a KZfaqr by the name of Channel Pup. He even has a video talking about it. Definitely worth a watch.

Having the Peter Capalty Doctor saving the young Davros explains why despite the number of times the Daleks had the opportunity to outright kill the Doctor in previous incarnations of they knew that the Doctor, ultimately, was responsible for their creation.

I actually disagree with the weeping angels. When they did that two parter I was about 10 years old and it absolutely terrified me to the point of where I was so scared I would even run away from pictures of them in real life. I would love to see them return for the right story. Maybe something more subtle where people just start disappearing then the companions see a statue and think nothing of it and the Dr turns around to see a angel where the companions once were. I think the cybermen just need a good 2 parter but I agree with a break from them for a couple of series. I think they bought back the master way to quickly. I love the master as a character but they literally died like a season ago. The actor who played him did a great job but I don't want them to return for a bit. As for the others I mainly agree with. Great intelegence is just annoying at this point. And I can see the silance maybe being useful in a specific situation but other than that nope. Something I kind of want to see again one day are the ood (not sure If that is spelt right but the servents with balls and tentacles on there face.) I find the fact that they have the power to kill people but usually are nice and helpful pretty terrifying.

I really want the Slitheen to make a proper comeback though, I'm sad that a lot of the monsters from series 1 don't really get talked about much

The Gas Mask Zombies were brilliant and terrifying (one of the guys at work reacts very badly to being asked "Are you my mummy?" much to everyone else's amusement!) and I'm glad they were a one-off like the Family. Sometimes, less really is more. I'm surprised they haven't introduced Marnal into the series though, I think he'd make a great anti-hero.

I personally loved the Slitheen (not going to try and spell their species name) especially in the Sarah Jane Adventures. Yes, the gassy parts were more than a bit much, but I was talking about when they were in their natural form.

Remember when Judie (William Hartnell's granddaughter) wanted the butterfly men to come back? Those characters were PERFECT for the first era. So I see no problem for the weeping angels not to come back

Suethk Should Never return as well as the Midnight creature, the Burn entity, the Ice Warriors and the Mandrels. They were all great!

The "other" Weeping Angel stories are severely underrated. Yes, they are not as good as Blink, but if that's your benchmark for success then 95% of Doctor Who is going to fall short. Time of Angels/Flesh & Stone, and The Angels Take Manhattan, are still 8/10 stories.

i wouldn't mind daughter of blood returning as a more antihero role the slitheen worked better in the sarah jane adventures. The Great Intelligence is brilliant, my third favourite villian. I can see it coming back since the doctor's timeline has been rewritten. The Weeping Angels are still scary just that no one can have the same impact twice (daleks much)

If we get Missy Again I hope it's in a way where she says "Well I Supposedly killed myself, but I am too much of a coward to go through with it" right after she saves the Doctor. *From herself preferably*

Agreed. The wow factor of the angels was their initial creepiness, that wow factor was gone the 2-3 times they appeared again.

It’s more like most of these just need to be given a rest rather than never seeing them again. They’ve overdone ones like the Cybermen and the master obviously so why not make new more exciting story arcs rather than just recycling old enemies all the time. A good storyline and a good new villain is what the show needs.

In the New Master Big Finish, Its revealed that Missy was able to crawl away after The Doctor Falls and perform an "Elysian Field" to split herself, turning herself into an Extra Good Master, Renamed The Lumiat. She fought her previous incarnations to make everything right, she Then travelled with Missy before Missy Killed her from Boredom and stated that "She Probably wouldn't carry the Lumiat's good intentions" after Regeneration and left her on a random Planet. (Her regenerating into the Sacha Dhawan incarnation and possibly Making the Tardis we see in Spyfall)

I remember reading that the young fellow who designed the "Absorbaloff" was quite disappointed in how his creation was realised on screen. For one thing, he had envisioned it as being a giant monster towering over buildings.

There's a very good Slythin story in one of the books, it's set like three centuries in the future and they used the fart jokes as a plot device that was actually fairly effective in building suspense

Chibnal has stated in a recent interview that he wants to use some of Doctor Who modern monsters in Series 13.

When the Great Intelligence came back I assumed it was gonna be the master. The only reasoning I had as a kis was that Rassilon's plan in The End of Time was for the timelords to transcend into "beings of counciousness alone" and the last time we saw the master at that stage was fighting timothy dalton back into the Time war

A discussion I was having with someone ages where we were discussing a way of keeping the Cybermen fresh. The idea that came from it was have the modern Cybermen (made in the parallel universe) run into the original Cybermen (made on a future Earth) and have them face off. I think done right it could really build the Cybermen back up really well.

While I would still like to see the Cybermen and the Master appear still in Doctor Who, I think both need to appear separately, at least for a while. In 2014's finale, we find out Missy is the Master and she has managed to create an army of Cybermen out of the dead. That is pretty cool. While Missy did make a few smaller appearances in Series 9 and Series 10, the 2017 finale also had her, John Simm's Master and the Cybermen. And I will admit, last time I did an episode ranking, World Enough and Time & The Doctor Falls was my Number 1. However, at the end of Spyfall Part One, when it was revealed that Sacha Dhawan's O was actually the Master, I looked at the strange light creatures he had with him and was going "Please don't let them be the Cybermen." I just felt at the time that having the Master and the Cybermen together again would be a bit repetitive (we knew the Cybermen were coming back.) Thankfully, the Kahsarvin were something different, and I was glad. But then they plopped Dhawan's Master into the 2020 finale with the Cybermen. I think they need a longer break from each other. We can have Master episodes in the future. We can have Cybermen episodes in the future. Just... they don't need to be the same episodes.

You do know what the word "never" means, right? I mean, not appearing for a while is not the same as never. Besides the Abzorbaloff, you are either wrong or you forget what Never means.

The cybermen in DT’s era really scared me as a kid as they were clunky and robotic and the noise they made when they walked used to terrify me but when they got their make over they looked human like and their faces looked kinda friendly. So yeah I think the original design from season 2 is the best

Out of all the horror I have watched throughout my 50 years on this planet, nothing scares the hell out of me as much as the weeping Angels. I don't know why, but those things creep me the f out

The weeping angels and the silence for me are some of the most (if not, the most) horrifying Doctor Who villains to ever have existed.

There was talk of The Master re-appearing with the face of one a recent Doctors to completely confound both The Doctor until he/she slipped up.

I loved the idea of the Statue of Liberty being an angel back when it aired, but almost ten years later, it’s really hard not to cringe every time I think about the logistics of that reveal. Ughh

I think Sutekh is the one remaining villain from the classic show who deserves an epic return, at least while Gabriel Woolf is still alive. When it comes to sheer levels of power, Sutekh was basically the Sauron of the DW universe. His resurrection (or impending resurrection) alongside Woolf's reprisal of the role would give a future series a genuinely exciting climax that we haven't seen in many years - certainly not while Chibnall's been at the reins, anyway.

I do feel sorry for Jodie, I think if the writers gave her half the chance she would be alright.

I love the idea that the Master dies by their own hand when they try to help the Doctor for the first time, and the Doctor doesn’t even know.

I agree that the Cybermen should be give a rest for awhile, but putting into a list called "Doctor Who villains that should NEVER be return" i cannot agree to. You should have given the #3 spot to the midnight entity because I NEVER want to see that again, it is perfect as it is

I think the Weeping Angels should remain, as extremely ancient creatures. They just should be there sometimes, while the Doctor and his companions are doing their stuff.

the issue with the Cybermen is that their timeline is not existent - it's a bunch of dots through time and space, most of which dont have any connective tissue. The constant reinventing has meant we keep seeing them reborn without ever seeing them in the state in which they need to be reborn in-universe. We need time to reset and move on, mabye a couple of Doctors worth.

It was a great joke in Australia that "Tim Shaw" was a real-life late night TV sales person (think the Shamwow or Flextape guy as US analogs) The ABC (Australian national broadcaster, like the BBC) had a post Dr Who show with minor celebs and fans talking about the show and they actually got the real Tim Shaw on the program - which is probably the best thing I can remember about that character ;)

I agree with this list, but maybe daughter of mine could come back. I think it would be cool, maybe to introduce a companion, where people report seeing a balloon in the mirror or something. She manages to break out, companion panics doctor saves them yadayada. I think that would be cool.

The way I think they should "fix" The Master by keeping Missy's arc in tact but still having Sasha Dhawan in an important role, is make him the 13th incarnation of The Master. In an episode in the near future, they should make him the incarnation after Roger Delgado, and make him the Peter Pratt/Geoffrey Beevers version by using a device that speeds his aging and makes him the rotting corpse-like entity we saw in The Deadly Assassin/The Keeper of Traken.

To be honest: the Slitheen should've had a part in Torchwood... I mean in Boom Town; the journalist says that the guy Blon attacks at the beginning of the episode was decapitated. And I think Torchwood would've been the best place to show them at their horror roots. Like seeing the jokey part of them in Sarah Jane Adventures and the ultra horror of them in Torchwood if they could've had that idea back then. As for the Weeping Angels, I think we might see a cameo from them in the Revelation of The Daleks, if you watch the trailer; an Angel looks to be in one of the cells after the Doctor walks through the sliding door. And as for The Master, it's like you're thinking he's suddenly irrelevant when he's pretty much involved in the series arc of the Timeless Child and chances are he might've been able to escape with his Cyber Masters. Stop writing off characters before we even know what's gonna happen to them.

They should explore the other 11 pre Delgado Masters or the period between Delgado & Crispy where he steals bodies.

Alright, here’s a neat story for all 10 monsters on this list I’d like to see: 1. Absorbaloff- “The Innocence Question”: The Absorbaloff have absorbed a sentient race of parasites, and the Doctor has to determine which species deserves to live more: the species that tries to absorb other beings or the species that thrives off taking these beings over. 2. Slitheen- “Arguably Human”: A Slitheen war criminal wakes up with amnesia and takes over the life of a random citizen in a small British town. The Doctor, without any tools or companions, has to figure out the outlier against a town that finds *them* the crazy one for once. 3. Tim Shaw- “The Ultimate Hunt”: The Doctor is lured to a jungle planet where a group of Stanza all compete to outsmart the Doctor and mount the Time Lord’s head on their walls. 4. The Family Of Blood - “Donation”: Not exactly the Family of Blood, but The Doctor goes to investigate a bookwriter who claims to be the ancestor of John Smith from that story. 5. The Great Intelligence - “Checkmate”: An episode from the Great Intelligence’s perspective, the Intelligence attempts to learn the name of the Doctor. It’s a Doctor-Lite episode all about old companions meeting up to trick the Great Intelligence into deleting itself. 6. The Weeping Angels - “Movement”: A Blind Weeping Angel finds itself in an uneasy alliance with the Doctor trying to escape a death maze created by Aristocratic aliens. The Angel must have faith the Doctor isn’t looking to move, as it’s unable to tell itself when The Doctor is looking. This episode ends with the Doctor letting the Angel feast on the demented bureaucrats since it technically doesn’t kill them. 7. The Silence: “Waiting Game”: Another Doctor must wait for the 11th to air the moon landing in order survive the Silence in the middle of a mental hospital. 8. Cybermen: Take your pick, it’s the Cybermen, Big Finish has so many good Cybermen stories. Give them a break, I do agree with this. 9. Davros: “Dead” - Davros invites the Doctor to his own Funeral, where he meets 8 other Davros, all from different timelines. 12 really messed this up, huh? 10. The Master: “The Master” - The Master and The Doctor sit down and have a chat, it’s them exchanging stories and having a real talk. It’s revealed it’s an AI reconstruction of Missy, and this was The Doctor’s way of saying goodbye.

I think the Autons should never come back. I was a little underwhelmed when RTD decided to use them as the first villain in the rebooted Doctor Who.

I never got the scare factor or menace of the Silence. Maybe because I grew up with Eccleston and Tennant and the creators knew how to really make truly scary and sinister monsters that still really give me the chills as an adult, and maybe because they kept trying to drag out the Silence for ages as overarching monsters, but I know I wasn't incredibly scared by them in comparison. Also whenever the Cybermen are onscreen, it's far more frightening and emotionally devastating if they play on the psychological body horror of being forced to be one and destroy one's humanity for the sake of progress than if they were just some unstoppable fighting machine. Series 2 really played on that, and it is truly horrendous and heartbreaking as a result of it.

The Family is an interesting one. The only capacity I'd like to see them return is if the Doctor were to look in the mirror and see the little girl out of the corner of his eye and have this start an emotional or moral crisis. "If the Doctor is good, if the Doctor saves people, how could the Doctor have done this?" sending him on a downward spiral, almost the opposite of the Time Lord Victorious as what he did to the family, although very deserved, is truly some of the darkest actions we've seen the Doctor take.

8:37 Well they brought back the daleks (best doctor who villains) and made them scary again and they did a brilliant job making the cybermen terrifying with the lone Cyberman so if they could do the same with all the others then I wouldn't mind. I just really love them.

Daleks. Every time they show up I think "Oh no, not bloody Daleks again."

Especially given that modern shows tend to get a lot fewer episodes these days, whenever they use the classics it's in a space with a lot fewer breaks from them leading them to feel more overused.

In regards with the cybermen they just need a good story with a writer who understands them. Ie a big finish writer. There never has actually been a bad or poor cyberman audio story. In fact the audios bring out there horror even more. Also they need to stop taking a step back to other villains in their own stories. Stories about the cybermen should be about the cybermen! I also think the daleks do need a rest as much as I love them, they are just over used at the moment. They are a big part of the time lord victorious story. They have an animated series. Next year there is a dalek universe event coming from bug finish. There is more dalek audios. Daleks should only appear rarely and need to be used as a massive big bad and defeating them should come at great cost as they almost wiped out the time lords.

I feel like with Davros they should bring him back after a couple seasons and bring him back like they never have before, they could make him bring an entire army of Daleks consisting of billions of them and could even bring armies of Cyberman, Sontarans, Ice Warriors e.t.c. I just feel like they should have two last episodes about Davros and have him die because his legacy has been Legendary but I feel like some of the classic Who Villains may need to die off like Davros, the Master and even maybe the Cyberman but not the Daleks due to them being the most Classic of Classic Dr Who Villains.

Since I love the classic series so much... I think it’s a shame you missed the candy man from Sylvester McCoy”s era...we certainly don’t want to see that Bertie Basset rip off ever to return.

Maybe they could just retcon the last two years completely, that would be grand.

The absorbaloff was the only thing wrong with "Love and Monsters", which was otherwise a fun episode. The Slithhen were weak, right out of the gate. Tim Shaw was two-dimensional, and should never havevreturned. The Great Intelligence was kind all over the place. The Weeping Angels are one of the greatest villains in Doctor Who, but the repeat appearances diluted them. I would like to see them return, but more in keepingbwith "Blink". The Cybermen's horrific low point was not in Doctor Who, but in Torchwood, in which their incompetely-assimilated Cyberwoman was dressed like a strip-club masquerade partier, especially when contrasted with zdoctor Who's Lone Cyberman. But I disagree about not bringing back Cybers, Daleks, Angels, and especially The Master. However, no other Master, in the history of Who, has ever matched Michelle Gomez's brilliance.

The lumiat audio story indicates Sacha's Master is after Missy . Missy - The Lumiat - Spymaster . I love Sacha though it is a little sad that Missy's S10 redemption arc means very little now .

12 saving Davros is important, because it explains why the Daleks, up to that point, haven't just killed the Doctor. If they did, Davros wouldn't have been saved, and the Daleks would never have been created. So, to ensure they are created, they have to not kill the Doctor. Afterwards though, well, who knows....

Eliminating the Cybermen or the Master would be a bad idea. They have always been major villains in Doctor Who as well as the Daleks.

Some may already be scratching their heads based on that fact alone, but it turns out Missy did not destroy herself when she took out John Simm's Master. Using a device called the Elysium field (a forbidden Time Lord technology), Missy was able to get a new regeneration cycle. When she regenerated of course the body changed and so did the personality. Plus do you really think they would ever get rid of The Master? He's the Moriarty to The Doctor's Sherlock.

The Midnight Entity is another one that should never return. Part of what makes it so terrifying and intriguing, is the fact not even the Doctor knows what it is, and probably never will. If they were to bring it back, it would ruin that mystery, and make it far less scary.
