Starting a flat world with a Train station or an airport is a good idea and I suggest making a road network and then add the buildings and to add some depth make some hills and stuff by your own and make builds there and making a slope road going to the next depth that would be cool and realistic, add matching buildings like grey or browns to be realistic but its your own choice, also don't only add towers and apartment complex also add stores and malls.if you have a hard time designing stuff then there are a lot of tutorials you can take help from. like if you agree and if this helped you-

Another tip is if you're building a city in a flat world. Make sure you save y0 z0 by building a spawn house. It'll be a waste if it's a random area since most flat world will spawn you at this coordinate at the point you created a world.

This really helps. I’m trying to build a smaller spread out city on a predefined world. It’s difficult but it’s working good so far.

The way I've started mine (well, sort of) is to plan the metro system that will run either underneath or above the buildings that constitute the city... And the major roads, and letting that guide the evolution of the city. I've roughly pencilled out where each district is going to go, but for the vast majority of these districts, I've no idea what's actually going to go in them. As I said, I want my city to evolve, as that is most realistic.

You can move the city up a few blocks with mcpaint. But youll need to convert your worldfile with a java bedrock converter this can delete data of chest banners and ruin redstone etc.

If your worried about making ur world and it not having enough room for underground space if you have the old minecraft u can go to that and make the ground level super high then sync the old world to the new minecraft and boom ur ground is super deep
