The reason you couldn't get a taxi is that you were standing on a road with a double yellow line. A double yellow line is illegal for cars/taxis to stop for any reason. Buses and minibuses can stop as long as it's at the designated bus stop signs/areas.

The video is very misleading. $100 is in USD. There are better way to spend the $100USD than wasting your time in HK. Also it's obviously paid by the Chinese /HK government to make this video to mislead foreigners thinking HK is wonderful, nothing wrong here, business as usual, etc all BS.
