The fish was dead, all that movement was muscle spasms caused by the nerves still being active. That rod he used was to was to sever the spinal cord so that the fish wouldn't spasm

You may find it disturbing, but this is actually the most respectful and painless death for a fish, considering most of the fish die by suffocation (thrown in ice right after they are fished). After the first cut, the brain is disconnected from the rest of the nervous system so the fish is basically already brain dead . Then when the needle in inserted in the spine, the trest of the nervous system is completely damaged (you can see spasm in the exact moment of insertion. those spasms means the insertion was perfect). This procedure is also used in Japan, with some minor differences and is called Ikejime. Not only is the best and most respectful way to kill a fish, but it also preserves the quality of the fish meat.

Once the spine is severed, the fish is dead. He did that first. The remaining movement is just nerve reaction.
