Not even close. You have Illinois at #3, and Arizona does not make the list. I worked for the state of AZ for more than a decade, and you know what? The purpose of state government in Arizona is to rip off the taxpayers. I also worked in state government in Illinois, and was pleased to work in a "clean" environment. They say the crime rate in AZ went down recently - that's a misnomer. The crime rate figure is determined by "reported crime". Crime that goes unreported is not counted and will not show up as part of the crime rate. In Arizona, corrupted state officials are not prosecuted. At least in Illinois, corrupted state officials get prosecuted. In Arizona, that will not happen unless you offend the mob. In Arizona, the mob and the state's courts are one and the same.

15- Kentucky, 14-Michigan, 13- Alabama, 12-Georgia, 11- Tennessee,10- Virginia, 9- Louisiana, 8-New Jersey, 7-Ohio, 6-Texas, 5-Pennsylvania, 4-Florida, 3- Illinois, 2- California, 1-New York. I would put Florida and Texas in the top 3.

That's not the same thing they found in 2018 Wyoming has a population less than 600k and Wyoming has 5 prisons the smallest state population in the United States has 5 prisons why do they need 5 prisons

there is money to be made by the state prison system by keeping as many people in prison as long as they can , the more people behind bars, the more they make. they get like 60000 per year per prisoner. which goes to politicians , judges , district attorneys , etc

This is a flawed video. Conviction rate doesn't equal corruption. Look at the number of years that Madigan ran the corrupt Illinois state legislature before charges and remember his daughter was Attorney Genrral for some of that. The fact the legislature has a rule that lets it remove the content of a bill that has gone through committee and is eligible for a vote and replace it with content that otherwise couldn't reach the floor for a vote. The most striking example is their firearms control legislation, late at night they gutted another bill replaced the contents with the gun control bill and passed it in the middle of the night. This bill violates both the Federal and state constitutions. So, while not officially corrupt, this would be a good example of ethical corruption. By the way, this video mention an Illinois state corrupt official while discussing New York State. The other point worth noting was how seldom the corrupt officials and their political parties were named.
