NTSB Rep. stated the Pilot had his Private License and was taking lessons to receive Instrument Rating. The location of the body of water would likely indicate the plane was landing and turning left to the runway (It's called Base to Final) and is where the plane is near the slowest speed and lowest to the ground. Although. I would hope they were using the Carburetor Heat if they had been doing repeated slow, low RPM flight. If the Pilot was wearing a hood, and trusting the instruments too much, he would not have had time to realize he was getting too slow. The plane will Stall, then Spin and there isn't enough time to recover. It's not an incident that should be blamed on anyone or any Flight School, or age. So, let us not judge but celebrate the fact they were both doing what they enjoyed, and living life! Amen! No aircraft would just "goes off the runway" into a body of water that far from the runway, however. Most likely it was airborne just before the crash, either taking off or landing.
