Actually no, you can do it with 3, 7 or 21. Its 21 shots so 21 people shooting once, 7 people shooting 3 times, or 3 people shooting 7 times. The most common is 7 people shooting 3 times. The key is 21 total shots. It comes from early naval history when ships would fire blanks out of the side of the ship when heading into port to show that the guns were unloaded.
