This is a mobile command unit or control room. Normally there are 2 vehicles that come together in a major incident, the commando unit (which you see in the video) and a connecting car. The latter has the task of protecting the national or regional emergency centers from overloading because they take care of all c2000 communication at the incident location. The mobile commando unit functions as a meeting room for all involved disciplines (fire brigade, police, ambulance, defense and others). In this vehicle, three spaces have been created with computers for each discipline a separate space. This vehicle also has personal protective equipment such as escape masks, water and food, bullet-proof vests, and filters to filter air so that if there are poisonous gases around the vehicle, fresh oxygen can still enter. In rotterdam a similar vehicle can be fully self-reliant for 78 hours. I don't know about the vehicle in the video because every region has its own vehicle layouts.

Heli-Crew HGS In the Netherlands all of those green emergency vehicles, including the trucks are used by the safety regions, they coördinate disaster response and also large rescue/fire response operations within the provinces. We have several safety regions, all of them communicate with the government and most of the safety regions consist of about 1/2 provinces. And the green truck was a Mobile Command Unit, I think the airconditioning and windows gave it away already I hope this answers your question
