He's using the word "she" as analogy to describe love itself. The song is about people giving up on love. Like, literally... just replace the word "she" with "love" (except during the chorus) and the song makes sense.

Heisenberg I take it as the title literally tells you who he is talking about. This song is about love but personified into the woman he keeps referencing throughout.
