Cassie’s B13 KB is triggered by hitting it when the opponent is stand blocking (same requirement as Noob’s B31+3 KB) - I usually get it by conditioning the opponent to block high with F41, then mixing in a cheeky B1 late in the game. very hard to get though, as there is basically no reason to stand block against Cassie.
