What defines the weight is Route Availability. The Route Availability is essentially the total weight of the vehicle divided by how many axels the vehicle has. This gives how much weight per axle the locomotive has, this is important because some lines can handle greater axle loads than others, this can be, as you say, degraded rails, used sleepers, things that would break under heavy axle loads. The thing that would matter when it comes to total axle weight would be bridges.

actually on the subject of loco weight, it's not the total weight thats the important figure, rather its the Axle Loading (i.e. the weight supported by a single axle) for an A1 Pacific, that would be 20T, for an E2 tank its about 17.4T, (for comparisons sake a loaded Mineral wagon of the type used to move ores from mines would have an Axle loading of 11.5T) under Current Network Rail Rules Gordan would have a route availability 8 (note Flying Scotmans is 9 (the earlier pacifics were lighter), whilst Thomas would have a route availability 5, so there definetly would be places that Gordan could not go, that Thomas could, likewise, there would be places that Toby and Mavis (RA1) could go, that Thomas would not be able to
