Her name is Jihyo and she is an extremely talented korean singer, having a pale skin is part of the beauty standards there so most of the people have a whiter skin tone on their faces and the makeups usually don't have darker options that's why the face doesn't match the neck, since she has a darker skin tone (for asians); it's something very common to see in idols, for some reason the makeup artists don't aply the makeup on the neck neither the people
