What if we share the direct one drive link to someone in the same organization or differenr organization ? Can they able to access it?

What if we only want to give specific permissions to multiple users? Like Read-only, Edit, Contribute.

I think the issue is related to permission and user account. Go to "People and Groups" of this site which user can’t see and check if user is listed there. If not then add the user and if already added then remove the user and add it again.
