It can't. It's an obscure quirk with Makoto's neutral throw. If you let go of the stick, she just stops existing for like 2 seconds after the throw recovers. This pseudo invulnerability can be cancelled by any input. I think Capcom's intention was so she couldn't be punished on hit by fast supers like Ken SA3, cuz she is technically - on hit. But of course us players just abuse it to troll knowledge check people for fun.

I took the footage from the replay, which always freezes at the end like that regardless of which. His post game chat etiquette implies the ragequit anyways.
