Most of my trouble is having the beater come back that far on slow speeds, its like I HAVE to be going fast to get that constant rebound.

I actually play 16ths at 220 bpm with heel up, while heel down is my low speed technique can go up to 240 but I don't have full control at that speed yet and can only do a few things there

Hey James, I'm not getting the proper rebound off of my bass drum head when the spring is off my pedal. Could my head be tuned too loosely or?

These exercises without the spring are very interesting. I'm a jazz drummer so don't have much use for playing fast sustained strokes. But Can they be used to develop speed when just playing doubles on a single bass drum?

yes but you can also play fast doubles with heel-toe (or slide or other similar techniques).. depends on the preference
