The Investigation Officer who could not file the Charge Sheet within 60 or 90 days (as per the offence) the accused being in custody get default bail, then the court would initiate for further action and the IO would be liable for departmental enquiry as well contempt of court. To save himself in cases where IO have sufficient reason to show for the default he may be saved from further consequences
