Hogan was a joke of a wrestler and an actor he was just a product of the time. The Rock's charisma is unmatched, and Austin was amazing as a character to really kick start the attitude movement.

Things can go very wrong in a matter of seconds when a spot is botched/forgotten and trying to push it through is just not worth it.. Too much risk..
