Mr hota hai ..subha means province state...and jagirs means it's district in state..vaise mansabdars are those who joined military services in Mughal empire...so mind ur language before commenting..ofcz districts are again divided in to village panchayats n urban areas like towns..so be clear in your concept Mr

The Mansabdars were appointed to all civil and military posts except that of judiciary, and the positions like wazir, bakshi, faujdar and Subedar were held by the Mansabdars. ... During Babur's time, instead of the term ofMansabdar, the term Wajahdar was used.

सूबेदार मुग़ल कालीन शासन व्यवस्था का एक महत्त्वपूर्ण पद था। तत्कालीन समय में इस पद पर कार्य करने वाला व्यक्ति गवर्नर, सिपहसालार (अकबर के समय में), 'साहिब सूबा' या 'सूबेदार' कहा जाता था। सूबेदार की सरकारी उपाधि ‘नाजिम’ थी। इसकी नियुक्ति सम्राट द्वारा की जाती थी

मनसबदार' उस व्यक्ति को कहते थे जिसकी मनसब निर्धारित की गयी होती थी। सिद्धान्तरूप में समस्त मन्सबदारों की नियुक्ति बादशाह द्वारा होती थी। प्राय: मुगलों की सैनिक भर्ती जाति अथवा वंश के आधार पर ही की जाती थी, योग्यता के लिये कोई विशेष स्थान नहीं था। उच्चवंशीय न होने पर व्यक्ति के राजकीय सेवा में प्रवेश के अवसर सीमित थे।
