Our presidential election is governed by our US Constitution. People vote. Votes counted. Then Electorial College Determines the Winner. Vice- President accepts the Votes and Electorial College determination as valid. The House approves the final tally. Then the sitting Vice President tells we, the People, the names of the President and Vice-President. Much is Performa. If there's objection from the floor, the House debates and comes to an approval, etc. There's a deadline. Read the Constitution for the above.
