Sun rot? How do you drain? How do you keep it clean and safe from bacteria no pump? Will chemicals eat tarp?

How do you drain? -> siphon it tho the vegetable garden. Will chemicals eat tarp? Yes if they are in direct contact. Now I put them in the pool skimmer.
