If Aemond was born first he would’ve been a dutiful king but he never would’ve been able to claim a Vhagar as Lena was still alive you would swap the kids you would have to potentially swap the dragon as well and since Aemond could be older he’ll throw a jab at Aegon and if Aegon was desperate he would’ve just became the new Aemond as he’ll steal the dragon, get confronted and an eye taken he couldn’t ride Helana’s as she would be married to Aemond as he’s the older son in this scenario I don’t think much would change….

Families can hate each other even if they are blood, most abuse is predominately in families if u didn't know.

According to the books he wasn't very affectionate with any of Alicents children. Rhaenyra was his only child from the woman he truly loved. Queen Aemma. That's also what plays a part in Alicent's distaste for Rhaenyra, because Viserys defended Rhaenyra even though it was obvious that Rhaenyra is a bit of a brat. Not that she deserved some of the things Alicent did but no one in this time was a good person and each of them made mistakes but Viserys did favor Rhaenyra over Alicent's children and he made it very obvious. It led to many problems and it didn't help with Otto Hightower in Alicent's ear saying that the first chance Rhaenyra gets she could kill Alicent's children, among many other things all of that led to Dance of the Dragons. None of it ended well for any of the Targaryens. All of Viserys children died and the only survivor of his grandchildren were Viserys II and Aegon III (If I am wrong on the names or who survived please do correct me, there's so many of them it's hard to keep track.) There's plenty online about his kids other than Rhaenyra and their deaths, their lives and how they were treated by Viserys and Alicent. It's interesting I definitely recommend reading up on it
