As far as i understand, water air cooler works on basis of evaporation.. here water takes the heat energy of the air, and water modules evaporate, thus the air cools down due to loss of heat energy..but the miracle is that water doesn't heat up in this process even though its absorbing that heat energy from hot dry air..bcoz there's concept of latent (hidden) heat.. here the heat energy is exhausted/used to energize water molecules so that they escape and evaporate.. Since air passes through water in cooler, it becomes moist.. The catch is, cooler can cool air when its dry and hot, by taking heat energy and air becoming moist thus.., it can not cool down already moist air, thats why coolers are of no use in humid environment such as in Mumbai.. And thats why we feel sweaty when cooler is in a closed room, as once the room air becomes moist, cooling effect slows down, resulting in moist air which can not absorb our body sweat and we feel sweaty.. Thus its a good idea to bring new dry air by whatever means into the room if the cooler is placed inside the room..

This will work since air is being replaced by the exhaust fan. But if you close the window then there is no new air coming in the room. Also, when the air is too hot outside then you might feel hot air coming in your room along with cold air cooled by your cooler
