When I first watch this scene, I assumed Jeff is just another Illegal Alien not allowed in the Subway, but after so many rewatches, I realized that Jeff is actually Legalized and is allowed in certain Subway areas. Plus, J seems to be a great friend with Jeff, hence why he hesitated to shoot him before the dosage kicks in.

He went from being genuinely concerned and wanting to save them to unsympathetically satirizing the situation the moment the first person screamed
