The idea is that God, being infinite and all-encompassing, contracts or withdraws in order to create space for the manifestation of the created universe. This divine contraction is considered essential for the establishment of a separate realm of existence while maintaining a connection to the divine source. I was at a talk given by the Dalai Lama to an audience of neuroscientists (a passion of his). He is exactly like that.
