I'm pretty sure that other empty spot belonged to Director Krennic. Unlike the others, he was in charge or the Death Star construction, who's responsibilities were absorbed by Tarkin upon his Death.

I'm reading the old Marvel Star Wars comics and it reveals that General Tagge had several brothers. His older brother Orman was Baron of the House of Tagge and owner of TaggeCo, a manufacturing corporation that built ships and space stations for the Empire. He was the main villain of a couple story arcs between A New Hope and Empire Strikes Back. He also had a younger brother named Ulric who was also an officer in the Imperial Army and another named Silas who was a scientist who worked for the Empire. Of course, this is all EU/Legends stuff and isn't canon anymore, but it is interesting.

Of all the guys running the death star,Bast was my favorite,since had common sense when to leave,had tarkin followed his advice,the second death star might have been worse,especially if the imperials completed it,and it could move beyond endor,the rebels would more need than Luke Skywalker to save their bacon,their bacon would be dust instead of extra crispy,since tarkin felt like felt he needed to destroy more planets,that seems worse than sheev wanted to do,if sheev were the brains then tarkin was the Braun,along with Vader,and veers,another imperial I liked,since veers wasn't. scared to put his money where his mouth was,especially in star wars 5,when his fires on a weakened snow speeder,plus he didn't seem to fear vader,even after watching a coworker get chocked to death by Vader.
