Allah knows best, I feel that he is saying there’s nothing wrong with going to learn at places other than the most affluent or popular locations such as Saudi . Obviously there it is a more comfortable situation whereas you could learn well in a nation less affluent in a materialistic sense. Lastly the comfort may rob you of anchoring the principles and concepts to a humble way of life
