This video was digitized from a reel of Super 8mm film and shows the America Cup sail boat race off Newport Rhode Island in 1980. Some really great footage of USCGC Chase WHEC-718 and other Coast Guard assets. It appears that this footage was shot from the bow of a navy vessel, but I can not identify it.
