What exactly constitutes a locking blade? All penknives to my knowledge have some sort of spring mechanism which causes just enough resistance when fully opened to stop the blade from easily closing on the fingers of the hand holding the handle. Surely this would not be considered a 'lock'?

Mine was a hunters knife, with 'blade catcher' slots on its shoulder and an antler handle. It was a good eight or nine inches long, well balanced and could hack its way through any kind of wood, except perhaps greenheart. . I carried it every weekend when out exploring the Pembrokeshire countryside. It was an invaulable tool. When the law came in prohibiiting the carrying of such knives, I was pretty pissed-off. . Now I've got a 'Bowie' knife, fashioned from the main part of an ex WD machette, issued during the Korean War. That goes on camping trips too.

Classic example of penalising everybody over the criminals, who carry a weapon irrespective. The multi tool was such a useful tool to have in the car on on a bike. If you have any breakdowns or repairs to carry out, you always had a tool that would assist you in that situation. I watch videos of other countries, like Norway, Sweden etc, they seem to be able to use common sense with the use of multi tools.

Absolutely! This is a particular bugbear of mine. The fact that any number of mundane, legal carry items can and are used by criminals to cause harm just makes my blood boil. It's simply expedient for legislators to ban something to appear like they're doing something useful than to actually address the issue. Gun and knife amnesties are another absurdity. If you've ever visited the Royal Armouries in Leeds you may have seen the display of what has been handed in during such amnesties - toys and kitchen implements mostly. Why? Well, that I can't answer, but it's certainly odd.

@@baldbeardyandbiking6686 I'd be very cautious about carrying one with that justification. Weigh the benefit to the risk. If you're using the vehicle for work (not just to commute), you probably have a stronger claim, but I'd still be skeptical. Better to get a small toolkit instead I would imagine. If it's for bikes/motorcycles there are certainly options.

I accidentally tried to board a ferry at harwich to travel to Rotterdam a few years back with a penknife hooked on to my belt loop as is my habit. I am a sailing type, so I always carry a penknife on my belt because at sea as on land, it is a potential life saver. The officer, to his credit, was beside himself with embarrassment but explained that because the blade locked open and shut, which I see as a safety feature, he had to seize it for destruction and put me on a database! Towards the end of last century governments increasingly turned to what I consider to be the art of gesture politics to prove their value to society. They took existing offences and made them more illegal with new, often badly drafted laws. Almost without exception these laws have been detrimental to the public whilst having no discernible affect on the criminals. The clue is in the name here. A criminal is one who disobeys the law and by definition they don’t care if something is illegal or indeed double illegal. This whilst the law abiding have their rights eroded. Think Olympic marksman along with a raft of other legitimate gun owners. Think drivers and mobile phones. There always was driving without due care and attention and woe betide you if your distraction harmed others. But no, it must be double illegal! How many people have been saved by knives cutting seatbelts or similar? How many as a result of the use of a phone to summon swift help at a road accident? I wonder how we are better off by disarming ourselves whilst the criminals have more weapons than ever before. We live in a time of “something must be done” but nothing is better. Discuss!

I agree with you about the 'gesture' laws passed in recent years, so many are badly framed that they are unenforcable. see dangerous dogs act. So many are 'fashion' laws , named after some unfortunate victim , but poor law all the same. It would seem that I have been breaking the law on carrying a knife for most of my life, In recent years I carry a full picnic set in my car, which includes a very sharp carving type knife. Usefull for cutting my wifes cakes, for cutting portions of meat at a barbeque, and even gutting fish. Strangely my knife has never found its way into a gang fight in the street, and I have never used it for help in stealing other peoples property. But then I am not a criminal, nor do I have criminal intent. If I were a criminal I would ignore the Law anyway!

I had a similar experience while towing a boat onto a ferry. I had a sailing knife in my pocket. The junior chap who found it wanted to confiscate it and I argued that it was essential safety equipment for a sailor. Fortunately his boss took over; he was a very reasonable ex military type and entirely sympathetic but pointed out that the knife was on my person and should be in the boat. He allowed me to put it in the boat and leave it at that which was pretty fair I thought. When I was at school in the 70’s I carried a penknife in my blazer pocket every day, just to sharpen pencils etc. and no one batted an eyelid, only a few years earlier a sheath knife was part of scout uniform. The problem is not the knife, it’s the user, who could just as easily kill with a screwdriver.

I remember when this law first came into existence. It was a crude and clumsy attempt to deal with the supposed inadequacy of S1. of the Prevention of Crime Act 1953 in empowering the police and courts to prosecute those carrying around knives. The effect was to criminalise anyone with anything that was sharp or pointed, and that could, at least in theory, include something as innocuous as a pencil sharpener or a pair of scissors. The locking mechanism of a knife is often built in both to make the tool more stable and also as a safety feature, so you don't end up cutting off your own fingers. As the case cited shows, it is a poorly thought out piece of legislation that should never have made it onto the statute books.

Prior to retirement I was an aircraft engineer at Gatwick airport. A Leatherman multi tool was a very handy thing to keep on your pocket. The airport was very “nervous” about these tools when going through the security search areas. I will hasten to add it was only acceptable for am engineer to carry one on the airport. One morning a colleague was carrying a Leatherman Supertool, the security person went into panic mode and called the police. When the armed police officer turned up he took one look confirmed the guy was an engineer (printed on his airport pass) and said I’ve got one of those pointing to it on his belt, laughed and walked out. The security team were aghast but accepted it, but they were not so “nervous” of a Leatherman multi tool after that.

I remember after that when BA looked at things like that, decided that they didn't want to cause their engineers any more problems with security, and designated that their engineer's multitools were to be kept in airside lockers and should not - ordinarily - be taken through security. Unfortunately they told security whose staff then "interpreted" that to mean that literally NO multi-tools were allowed airside and turned back everyone else in other companies who had them It took our manager a week of working his way up the security chain of command before he could find a senior enough manager who confirmed that a British Airways self-imposed ban did not mean that their ban extended to other companies Still, the damage was done. We had to carry copies of that managers letter around with us for years to come to show staff who occasionally "remembered" that "multitools are banned"

"Isn't that totally contrary to innocent until proven guilty???" Sadly not, as the law you are contravening is to carry it in the first place, without a specific defence. The criminal act is to be in possession of it, not whatever you may use it for. Stupid, I know. That said, every multitool I have owned has had sub-3" non-locking blades, which fold to the outside of the handle (as in when the pliers bit is folded away, the blade can still be pulled out and put away.) If yours is like this, then it is totally legal to carry, provided no bladed bit (including screwdrivers, files etc) is longer than 3", and none of them lock open (i.e. requiring a switch/catch to close). Victorinox style Swiss Army knives, and any sub 3" slip-jointed non-locking folding knife are also exempt. It's a stupid law, end of story. Despite this, coppers will always try it and argue it's an offensive weapon. Easier to pick on you than a scary gang member with a carving knife down his pants. I had an expensive Gerber multitool that I carried with me as normal. Handy for all sorts of things. The police at the station saw it. One, realising the weed smoking thing was going to come to nothing, wanted to charge me for that. Luckily the desk sergeant, after examining it mentioned that he had the same model and also carried it, but as part of his police gear. He didn't want to charge me, but the impression I got, because of the attitude/objection of the first officer, was that I wasn't going to be getting it back. When I came to leave, the sergeant did give it back. It was an expensive tool, a prized possession. I think the sergeant felt the same about his Gerber. The other just wanted an excuse to nick me, as there was nothing else to justify the pull (only Andy had weed on him, bit we all got pulled and none of us were charged in any way.....much to the chagrin of the copper that nicked us......spiteful).

Thanks for posting this. I live in Chatham, NJ, USA and the knife laws here are a little different. For one thing, you can't carry a knife, locking or otherwise, into a hospital. I know that now, but I didn't know that in 2017. At the time I was at home with a Leatherman pocket tool and pouch on my belt. I was trying to text a friend but it wasn't coming our right. When I tried to tell my wife we realized that I couldn't speak and that my right side was paralyzed. I was having a stroke so the ambulance came and whisked me off to the hospital. In the process of trying to lift me onto a hospital bed, the pouch opened and my Leatherman tool fell on the floor. The nurse picked it up and unfolded the blade and started waving it around demanding to know what I was doing with a knife in a hospital. She called security and they called the police. I couldn't explain myself because I couldn't talk, so the gave me a stern lecture and confiscated my Leatherman. They warned me that if I ever came back with a knife that I would be arrested. The good news in all this is that the policeman returned it to me when I was released from the hospital.

But check, as Victorinox make a 'rescue knife' that has a fixed blade (verboten) and one that has a locking ~3" blade (also verboten), both with a built in' belt-cutter' - which sounds like it may be the model you have.

We tour abroad every summer in our motorhome. On the last occasion we were stopped as usual at the port of Dover and a lady security guard asked if I had any knives... When I said of course I have she requested to come inside and inspected the contents of our cutlery drawer, which contained the usual steak and bread knives etc. But there was also an Epinal folding/locking picnic knife, with a blade about 5 inches in length, in the drawer which I'd bought on a previous trip to France. This was confiscated, despite being the smallest knife in my van... What a farce the law is...

Being a Polish who lives in London for over 8 years, I feel like English law really lacks common sense sometimes. It's too much bureaucracy, not enough common sense. Hi, I own a Gerber 'bear jaws multi tool similar to a Leatherman. The blade portion locks into place by a spring loaded bar, the same as most pocket knives aka Swiss Army knife etc. The blades on these items are under or at the 3 inch legal length. Although legal, there can arise the possibility of being prosecuted for going equipped for theft simply owing to the number of tools built into a multi tool. A lot of military personnel have these, usually as part of their survival or escape and evasion kits. The MOD issue clasp knife is a stainless steel item consisting of a blade and a bottle/tin opener whereas the WW2 jack knife also has a marlin spike. I had one of these as a Boy Scout in the 1960's. Historically, boys used these for removing stones from horses hooves.

Thank you for explaining this. It seems stupid though, getting the blade out on a multitool isn't like flicking a switch, you would need to be superhuman to get the blade out in less than five seconds. you've got to unpouch it, open it, locate the correct side of the tool the blade is on, then locate if it's the left or right side of that side and then pull the blade out. It isn't an offensive weapon in any meaning of the word as it isn't just "there" But this is all moot as I'm a school caretaker, and I'd be in uniform and literally tell the copper to fuck off.

I was teaching aircraft maintenance at a local college and kept a multitool clipped to my belt loop. It was very handy for opening access panels, cutting rope, stripping wires, sharpening my pencil, etc. The most important thing, in my opinion, was impressing upon my students the importance of pride in your tools and the skill to use them. Unfortunately, fear plays a role in every society and the sight of a “dangerous weapon” gleaming from my waist was not something encouraged in an academic environment. I attached a lanyard and carabiner to the offending object so I could discreetly hide it in my pocket. My take away from this video is that discretion is not enough. One must always have a specific and plausible excuse at the ready at all times that will satisfy authority figures. Eventually, I decided it wasn’t worth the mental effort and left it at home. Now, I’m more likely to ask a student for the tool necessary to demonstrate the task, hand the tool back and ask the student to complete the task. I still carry my multi tool occasionally but just around the house.

The difference is I am doing a sport where I hope it is obvious why I carry it. My understanding of the law around this before watching the video was that is illegal to carry a knife in a public place that either has a fixed/locking blade and/or had a blade length of over 3 inches. But it was not illegal to own knives of that description and carry them in non public spaces, or when travelling to and from somewhere you might use them. Examples of which might include: Being outdoors whilst camping etc. , a tradesman travelling to and from work in private buildings, or a chef taking his bag of chef's knives from home to work. It is legal to carry a knife in public places as long as it has a blade length under 3 inches and does not have a locking blade, i.e. a pen knife. When I worked in a hotel I used to carry an opinel slip joint knife with a 2 inch blade which I used to open boxes. I had a leatherman multi-tool but chose not to bring it as it has a locking blade which cannot be carried in public places. When out of the woods in an urban area my axe, knives and yes, my leatherman are in my pack, people don't know I've got them and I can't get to them. When I queried what all the fuss was about and asserted that I had complied with all their requirements, I was told by their rude, rubber-heeled security manager that I was carrying a weapon and needed to be monitored at all times.
