You forgot a couple charges. Dick Dasterly was impersonating an officer, a lady officer. Also Thrax was saying that after he finishes Osmosis Jones, Frank's daughter was next, so another terrorist threat and attempt omnicide charge.

I would say that the glass windows are not necessarily assault since you are not directly attacking them, but I would classify as reckless endangerment since it is something potentially dangerous

A missed one with Dick Dastardly. At the end during the end credits, there’s a bunch of news paper images and one of them is Dick escaping prison with help from Muttley. So you could also charge him with escape charges.

I'm not even sure about Thrax I agree he is a villain but he is doing a thing that is central to the reason for why he exists to cause sickness and or death as any other unknown disease does but with the laws by the immune systems Wight blood cells they are definitely breaking a bodies laws but a virus or bacteria doesn't live by those laws because they don't need a body to live in at all times.

The animal cruelty at 5:45 was unintentional on Dastardly’s part. He and Muttley didn’t know the portal was a one way ticket. You also forgot how he impersonated an officer.

Thrax is probably the most vicious antagonist in the cartoon cinema: this guy is so nefarious even the word "evil" are too small for that virus. On the other hand Thrax have one of this charisma he know the anatomy so well he can easily schedule plans for messing with human body like it was natural. My favorite cartoon villain.
