I don't think there's anyone outside the TAK and maybe PKK leadership who can answer the question "what is the relationship between TAK and PKK". I will say this: if I were in the PKK command structure, and my goal was the independence of my land from foreign oppression, I would like to both carry out military operations AND still be able to negotiate, so I would love to maintain some plausible deniability. The fact TAK popped up just after the PKK renounced armed conflict, and the fact nobody ever head of some sort of schism or power struggle within the organisation, really makes me think the TAK is an urban terrorism branch of the PKK, created to be able to continue the fight while also keeping a seat at the negotiation table. It's true that before the TAK the PKK never explicitly targeted civilians, but then again civilian casualties were always there. And then the bus incident happened. I don't think denying the responsibility of the PKK leadership in that attack is intellectually honest. A military organization must be held accountable for every action taken by its fighters, even when unsanctioned. Otherwise you could defend in the same way the Turkish brass, and even ISIS. War crimes are always perpetrated by common soldiers, but the responsibility still falls on their commanders. That's what being a commander means, taking responsibility for your men. That being said, there really is no known link between the two, and it's entirely possible they are completely unrelated. But to answer the titular question: are PKK freedom fighters? Absolutely. Are they terrorists? Probably, yeah. A terrorist is a fighter who seeks to change a government's political position by forcing its hand through attacks aimed at strategically valuable assets. That's all. The PKK was most certainly not trying to wage symmetrical warfare on Turkey, they weren't trying to capture territory, there was no war declaration. Guerrilla warfare aimed at the government is terrorism by definition. Now, are they evil? Are they in the wrong? If the TAK is not under their command then probably not. I'd like to think that this is the case. But they are a terrorist organisation nonetheless. The word "terrorist" describes a modus operandi, a set of tactics to be employed. It has no moral connotation.
