Ya gotta seal up behind the light, that is what the gasket was for.... looks like same reason the old bracket was bent outwards

Right! The sticky part is supposed to go on the back of the light not the wall 😂😂

It's so weird and silly that breaker boxes are put outside. Easy access for burglars. Sure, the City might say it's to help firefighters turn off the power in a crisis, but it's like asking citizens to pick their poison, to be burned alive or to be robbed.
