No its not its slowly moving but the animation is stopped cuz the birds ai are different for each place they even have different models for every place such as country sides and cities have doves just like that desert has an eagle or a falcon idk but eagle or falcon stop their animation cuz in real life eagles or falcons usually when are flying really fast they stop flapping their wings and just like that devs decided to add a stop animation for this bird
