It would be cool. Unfortunately Dick Grayson and the Nightwing persona itself is part of what has become known as the Bat-Embargo. Warner's film division is pretty much in control of all of Batman's characters. The "Bat Family" included. Since Batman is in a new movie in a couple of years TV isn't allowed to use any of the characters outside the Beware The Batman show and that's pretty much Bruce and Alfred. It's the same reason the Bruce Wayne series was killed off and turned into Smallville.

That's totally who I thought it was and now I may be right! I'm going out on a limb here and saying it may be the case. I posted my theory on the ArrowTV forum.
