Landslide hit high-risk area of Atami built on volcanic ash

ATAMI, Shizuoka Prefecture--The disaster that befell this seaside resort town was an accident waiting to happen, say experts citing the steep mountainside on which it is built and poor soil quality due to huge ancient deposits of volcanic ash.
Heavy rains that battered the area since July 1 exacerbated an already precarious situation, resulting in a massive mudslide July 3 that sent torrents of mud, water and debris crashing into homes and buildings in the Izusan district, claiming the lives of two people initially and leaving around 20 others missing.
Hiroshi Takebayashi, an associate professor of erosion control engineering at Kyoto University’s Disaster Prevention Research Institute, said videos of the landslide posted on social media showed a flow of dark debris containing volcanic ash.
“The videos indicate that the mud and water flowed at a rate of 30 kph,” he said. “Under normal circumstances, mud flows are not that destructive. But on this occasion, the mudslide was between 4 and 5 meters high when it came, reaching the second floors of homes.”
The mountainside upon which Atami is built is susceptible to collapse, especially during torrential downpours and typhoons, as it is made up of vast deposits of volcanic ash and rocks that melted in an ancient volcanic eruption.
The seaside town in Shizuoka Prefecture, famed for its hot springs, is surrounded by group of volcanoes, including Mount Hakone, according to Susumu Yasuda, professor emeritus of geotechnical engineering at Tokyo Denki University.
A hazard map issued by the land ministry shows that Izusan and nearby communities are designated as areas in danger from collapse and landslides.
When the magnitude 7.9 Great Kanto Earthquake devastated Tokyo and surrounding areas in 1923, a large-scale mudslide occurred near the district, according to Yasuda.
The vulnerability of the rock and soil in Atami, coupled with heavy downpours since July 1, compounded the situation, experts said.
Total rainfall through 10:30 a.m. on July 3 came to a whopping 465 millimeters, according to a rain gauge set up in the Minaguchi district of Atami, which is located in the vicinity of Izusan.
As a result, the Izusan district and nearby areas faced a greater risk of landslides, given the recent heavy rainfall and vulnerability of the surface soil.

この土石流が起こる10年ほど前に、市や県に対して違法な盛土によって起こった土砂崩れの資料を持参して、危険性の指摘と対策を講じるよう訴える上申書を出している方がいらっしゃるんですよね。 しかも一度ではなく四度も。 その方が、行政を訪れた際の音声を聞きました。 土木建築業者の方で、専門的知見から、甚大な人災になると指摘していたのにもかかわらず、何の対策も行わなかった行政の責任は大変重いと思います。

つい先日、この土石流の原因となった盛土に関して、静岡県に対して8年前にその施工が極めて危険であるとの警告をしていた方への取材報道がありました。この方はその時の県側担当者とのやり取りをしっかり録音しており、これを聴いた私も驚きました。この土石流は盛土をした元の土地所有者や業者が一番の問題ではあるものの、静岡県の対応の酷さが招いた最悪の人災であるとの認識を持つべきではないでしょうか。

もはや盛り土をした側も許可した側も「人がしんでもいいや」て思考をしてたのは明白。積極的な故意ではありませんがこれを「過失」とするには無理があると思います。そのうえでやはり殺人事件として扱うべきじゃないでしょうか。

For the English speakers: Landslide caused by heavy rainfall. 3rd July 2021 in Atami, Shizuoka Prefecture, Japan. 27 dead. 3 injured. I assumed this was footage of the 2011 tsunami but it isn't.

It was actually caused by the illegal timber felling for installing massive solar power panels on an industrial scale by a Chinese company, an act of economic vandalism overlooked by the prefectural governor who was/is in the pocket of Chinese Communist Party.

0:41奥に建っている茶色の家の2Fの窓を閉めてる住人がいます。 数秒後には崩壊し家ごと流されていったと思うと恐ろしいですね。

@@19751122 そうですね、よく見ると動画開始の20秒頃は窓が閉まっているのですが、28秒頃に窓を開けて半身を乗り出して外を伺っているのが分かります。

あの量の盛り土であんなに被害が出るものかと思ってたけど映像を見る限りかなり水分多いんだな… 盛り土で水の出口を埋めてしまってダムの決壊みたいに一気に流れた感じなのかな

ニュースを聞いた時は台風なんて毎年来てて、川があふれるなんて何度とあったけど、老舗の温泉街だから何百年も耐えて来たろうに 何故こんなにも甚大な被害がと瞬時に違和感を覚えたよ。 後で盛土してたのが流れたって聞いて、感じた違和感の理由がわかったよ!! 自然の摂理に逆らうことしたらあかんよ。 本当に熱海の人可愛そうで仕方ない。 二度と起きないように全国の盛土対策してくださってる方々ありがとうございます。

This is extremely sad and eye opening. Hillside communities all over the world need to have engineers reassess their drainage systems and start putting together a plan of action to prevent these types of accidents in the future, because what science is telling us is that more rain in shorter periods of time are becoming more normal.

in my country , we have trouble with 15cm of rain in plain.. japan can have 100cm in 2-3day of typhoon and sometimes 20cm/hours, they have 80% surface of mountain/hill and most part is unstable ground like old ash, they have earthquake, i dont think you can drain efficiently with so much rain.

Japan is a volcanic island that mostly mountains. only 10% of the actual country is flatlands 90% is mountain terrain. Flooding is a real danger because it rains so much during the Monsoon Season. If there is ANY country in Asia that has engineers checking things, it's JAPAN. There are just some things you can't fully prepare for.

この時は、本当に驚いたし、忘れられない。 スマホのニュースの速報で、熱海で土砂崩れがあったんだと知ったけど、実際にニュース見たら、まさかこの世とは全く思えないほどの映像だったから腰を抜かした。 あれから一年経過… 改めて犠牲になられた方に哀悼の意を表したい。

こうした予期せぬ災害映像や事件事故映像、今は流さない番組、放送局が多いけれど、自分達が災害を学ぶために、何かを考えるきっかけを作るために、流して見せるほうが良いと思うんだけれど。人との繋がりが少ない時代。なんでも禁止にして、災害を学ぶ機会を無くして、「災害のために備えを」なんて言われても、、。子供にも、見せようと思います。投稿者に感謝します。

Let's get things in proportion. It was a tragedy for those affected, but only a couple of dozen people lost their lives. There are 126 million people in Japan. Get a grip. There will always be natural disasters.

The guy in the red overalls with a white hard hat walking right behind that red house at 00:01 straight into the path of the landslide, giant debris and rolling houses. It's scary to see how narrowly he escaped death. If he didn't run back from behind that red building he'd be crushed in an instant and died a horrible tragic death!

The van is way faster than foot. If anything staying in a building sounds more dangerous as you can see buildings getting swept up. You're basically playing guessing game in which building will remain standing.
