Oh my god people it's not actually about them being satanist or some other shit. It's about how they feel that they can live this very dangerous, extravagant and "sinful" lifestyle because they don't believe that they'll go to hell for it. The devil in this context is a synonym for hell. "The Devil is a lie, bitch I'm the proof." means that if god were to actually have repercussion for living by committing crimes then they would have been smitten and sent to hell, thus they are the proof that hell is a lie. It's actually just a gangsta record with a religious twist if you look at it without a mindset that everything is correlated to Satan.
