Personally I wanted him to survive and get a happy ending on Pabu but I get what you mean. His death wouldn't be sad and wouldn't mean anything if he survived.

The fact that we can't accept his death means that they wrote his character well. We feel the loss that the bad batch feel every time we see them. Every time we feel like someone is missing.

I hate to break it to you guys but Tech is dead. There’s no way he could have survived that fall. Not to mention the train cart falling on top of him. He serve his purpose. By saving his family. Rest in peace Tech. We’ll miss you.

Honestly I feel like the part where the Chief scientist provides hunter with tech's goggles was a very intentional move. Falling is the most common method of 'death' in a lot of stories and the main reason older audiences follow the 'body' rule. The broken goggles serve as his 'body' and is a very direct message from the writers that he isn't coming back. I actually like that. The delay between his fall and the goggles not only gives you a small amount of hope before they crush it, but it also shows they went back to make sure. Death by falling is never 100%, even at terminal velocity.
