Panel and Ranjan are usually right, but they have missed a trick here. If the current owner hasn’t actually implemented the change of use from Suis Gen to Class E, then there is a way to convert the ground floor into residential using PD. Class N can be used to convert the rear of the amusement arcade/casino into residential use. Unlike Class MA, which requires the building to have been class E 2 years ago, Class N has a date stamp. The ground floor needed to be in use as a Casino/Amusement arcade in March 2014. That’s the only requirement with regards to use. Also, unlike most other PD rights, you can make minor external alterations with Class N.
