Only Little Mac can knock down TD Bald Bull with star punches. I saw someone tried to fight him with Mr. Sandman playable mod. Mr. Sandman can't knock him down either.

Even playing as other characters, you can't knockdown TD Bald Bull even if you use a character with an OHKO move. I think the only way I can see a work-around is if the modder incorporates and make an attack function like a star punch. They could add that function towards their "strongest" move if you will.
