In this tutorial, you will learn how to create BOM balloons in Creo Parametric by extracting the first three or last three letters of the part name. I will demonstrate two different methods: manual creation and using relations. By following the same technique, you can also create balloons using the middle text of the part name. Is it possible to mark part as leader note from repeat region ,baloon is not required .

Yes it is possible. You need to create a custom leader note for that.
