What I know of is back in Germany around 1930's it was jus the meaning of offering someone something but it is the same thing as the quenelle gesture and is very offensive to Jews people

This person is either misinformed or spreading misinformation. (usually people who insist this gesture is acceptable are neo-nazis playing pretend.) No actual ancient sources describe a roman salute looking like the nazi salute. The closest any of them get is just saying someone raised their arm or pointed. This form of a “roman salute” originated from a 1784 painting, and was popularized by fascist italy and nazi germany. If someone is trying convince you that that gesture is benign they are almost certainly lying and trying to normalize fascist imagery, or severely misinformed and should be told the truth.
