I actually do scout enemies on that position when the objective is contested and they are right on the other side of the wall it is easy to realize because A) you are not capturing the point B) you can hear them on the other side of course it does not have a 100% success rate, you need to point the sight as close to center of mass as possible

I still dont know why those bad players insist of cheating in WT. They cant brag about it, they have no proof of deserving good kdr, they're bad at using cheats, bad at hiding it and they just embarrass them selves in front of many. The shooting through walls is definitely cheating. As for scout vision, scouts can see in their range which can be cranked up and sometimes if you scan for tanks that you can see, the targets remain for sometime and you can go behind a wall and scout them (see what you recently scouted).
