When Hurricane Irma hit Barbuda, it left the Caribbean island uninhabitable and, just two days later, deserted for the first time in 300 years.
Nearly every one of the almost 2,000 Barbudans was forced to evacuate. Many are still in Antigua, Barbuda’s much more developed and richer sister island. There they live with friends, family or in a number of refugee camps that dot the island.
Now Barbuda doesn’t just face rebuilding-it will likely have to completely remake itself. Up until now the island has remained largely untouched, thanks to quirky rules about land ownership that date back to the end of slavery. They've kept it green, but also prevented it from developing a sustainable economy. Without enough money coming from within or abroad, the rebuilding process is barely inching along.

Hawaii used to have a law similar to barbuda before the annexation; that all native hawaiian land belongs to the people and cannot be bought or privatized. But when that land was redistributed during the great mahele the some lands were privatized by wealthy owners and later became powerful sugar/pineapple magnates. They then later overthrew the monarchy and its queen and had it annexed as a territory. In short land being shared amongst everyone is a very moral ideal but is vulnerable to corruption from outside forces.

The Modern Investor Global warming is a misnomer. It's actually climate change caused by human action. But I get your point. It's incredibly infuriating to see people denying climate change or saying it's because of natural causes or it's the work of god. I mean really? How much longer will you deny climate change, until everything has gone to shit? It's mind boggling that there are people like this.

MineCrafterCity There were THREE major hurricanes that occurred near America in the span of just a month. That doesn't happen naturally so something must be affecting the regularity and intensity of these storms, and climate change is at the center of it. Just because you don't like it does not mean it's not a fact. Things are not going to change if you keep denying it.

It fluctuates with an average of 7 inches every 100 years. With your numbers 0.13 inches X 100 is 13 inches in 100 years. That is not exactly quickly rising. Sea level has been rising for the last 20,000 years. climate.nasa.gov/vital-signs/sea-level/

I'm from the Cayman Islands and most every house here is made from reinforced concrete, I never understood why no other country does this on a scale we do, especially in the West Indies or Tornado alley in the US.

Antony Powell who says no other island does that? All islands do or at least they're supposed to. The Caribbean Uniform Building code requires it. However when you have a poor country that residents can't afford or don't have access to the materials, how can you? Then you have back to back to back hurricanes that are strong and bigger than ever before, what structure can stop it?

The florida keys is why, big money research... I have a question, where do you think theyre going to get all that heavy duty concrete, it would have to be imported by diesel boats from south miami or the keys.. too costly for most islanders man. All they have to export is crops and music out of 2000 or so people, not going to work for them. Their main income is tourists and now thats ruined for years also

Antony Powell because the caymans is where all the rich Europeans go to store money offshore or go vacation. Barbuda has none of that, same with Jamaica or Haiti.

When you getting money you have to learn how to get money with others. I get it tho, Barbudans don’t want to be exploited. But some privatization isn’t awful just gotta do it right, just make it so the State and the community owns shares in the private companies that do business there. Nowhere to go but up from here.

I understand where the Barbudans are coming from. It's like people in Europe who don't want all these foreigners coming in screwing up their culture. Maybe do like what they've done in st kitts nevis. Similar two island state but I believe nevis has it's own internal government. Also, st kitts is much more developed than its smaller sibling . Nevis I believe has a few small hotels etc , enough businesses etc to generate their own capital. Just my .02

Kinda crazy that they can't get the 20 million needed. That's a drop in the bucket for most countries. If a few wealthy neighbors wanted to, they could just loan them the money.

And, even if we don’t pay taxes, the rest of the country does not either, and, it’s common knowledge that the leader of a nation is only a good leader if they actually help their people.

The Prime Minister is exactly right about privatizing to generate wealth to fund the welfare state. Glad he recognizes it's a completely arcane system. Government is not responsible for paying your mortgage or housing you, and you should not expect your government to burden your children with debt to finance what you should be financing yourself. That's your responsibility. Smart man.

Barbuda runs on a land lease system. There's pretty much zero economic benefit privatizing land and you can cite goddam Adam Smith on that. Land is not like any other good at all, no one created it, you can't make more of it, and each piece is unique. Please look up the Physiocrats, JS Mill, and Henry George on this issue. There isn't a classical liberal defense of privatized land ownership, it's straight-up feudalism. Buying land for $10 and turning around and selling it for $100,000 isn't an "investment" gain, it's economic rent (From Ricardo).

A hurricane is not a volcano. You will get 10-15 hurricanes almost every year. Just because one makes landfall in the USA doesn't mean global warming is happening.

No because I've been in 3 hurricanes. Global warming queens are quiet when hurricane season produces minimal hurricanes. But when they make landfall they screams GLOBAL WARMING. A normal hurricane season produces about 10 hurricanes.

They're going to have to allowed some of the billionaires to buy the land in to build some Casino and also to build some golf courses and to privatize the beach so that tourists can come and stay also the trillionaires of the United States of America I going to have to come and build their little houses on the island and build their boats Marina to park their boats and do their whole thing and they're going to have people from Europe Italy Germany sweden Swiss and all those fancy countries to buy some of the land to build their resorts that way they can help build the island and they're just going to have to buy the whole Bermuda or I don't know the name of this island but with the help of foreign investors they should be able to recover fast and easy

Its a country that has not been touched by capitalist snakes because the land belong to those people. It's not chopped up into bits and pieces to China, etc... If it was, then it would be over populated. They own their own land. Permission is needed by the council in Barbudan before any land, project, business is sought out. And because it's set up so this country has historically been sabotaged by the powers that be. This hurricane bought the vultures out because now everyone wants to buy land.
